Tier 4=AFT because even better secondaries. Tier 3=Vigilance to spot torpedoes even further or Superintendent if the torpedoes don't bother you. Tier 2=Expert Marksman because MLG quickscope. In my Tirpitz I've really struggled to hit the Citadels on enemy Cruisers and BBs.
